To even see this popup first right-click on the taskbar and UNCHECK Lock the Taskbar.
Then I’ll get nice large Icons
Instead of the small annoying one
Because I want to right click and get my Task Manager. I can’t live without a Task Manager.

This is exactly what I was looking for and is very nicely presented. However, I can't find that dropdown menu. (I have Vista and my taskbar is unlocked.)
This option only appears if you right click on the dotted toolbar separator...in this case you need to click just to the right of the windows start button.
